In several of these situations, the CRA pursued recovery procedures and charged interest on the incorrectly reported sums, despite the fact that the taxpayers had no control over the underlying issue.

The political atmosphere was obviously uneasy when strolling around downtown Ottawa during the week when audit reporting surged. When making public pronouncements, CRA leadership has been cautious, relying on terms like “ongoing review” and “system improvements underway.”

By all accounts, internal discussions have been less measured. How aggressively other federal agencies pursue AI deployment in the coming years will depend on whether Canadian courts finally find the CRA responsible for systematic AI failures or whether the cases settle individually with little public publicity. As this develops, it seems that the CRA’s audit dilemma isn’t truly about the CRA. It concerns whether the Canadian public sector is prepared for the technologies it has been purchasing.
